Job Requirements
Education Qualification: LLB/BA/BSC or Postgraduate (law, criminal justice, human rights or degree in Law, Management. Development Studies or relevant field
Professional Experience:
- At least 10 and 8 years of relevant (law, criminal justice, human rights or degree in Law, Management. Development Studies or relevant field
- At least 5 years of experience in project management out of which at least 3degree holders respectively, years in donor funded projects;
- Experience in managing (EU) funded grants will be an advantage;
- Experience in (prosecutorial, judicial, police human rights etc) will be a distinct advantage

Job Description
Education Qualification: LLB/LLM degree in Law or related field; a project management qualification would be a distinct advantage.
Professional Experience:
- At least 7 and 5 years of relevant (law, criminal justice, human rights or relevant field) professional experience for undergraduate and postgraduate degree holders respectively.
- At least 5 years of experience in assignments in or dealing with the Ethiopian criminal justice system out of which at least 3 years experience in a managerial, supervisory capacity or project management At least 5 years of experience in project management:
- Experience in managing (donor or EU) funded grants will be an advantage; Experience in (prosecutorial, judicial, police human rights etc) will be a distinct advantage

4. Procurement Officer
Job Description

Job Requirement
Educational Qualification : BA/B.SC Degree in Purchasing, Logistics, Supply Chain Management or a similar field;
A Postgraduate Degree in supply chain management or a professional qualification in supply chain management will be an advantage.
Professional Experience:
- At least 5 years of relevant professional experience in procurement
- At least 3 years of experience in the preparation and implementation of procurement plans; experience in the development of tender dossiers; experience in international procurement process is a distinct advantage;
- Experience in EU procurement procedure is an advantage; experience in the preparation and maintenance of procurement operations and records of EU or donor-funded grants or projects is an advantage; proven experience in vehicle and asset management; proven experience in supporting financial processes is an advantage; proven experience in supporting administrative processes is an advantage.

5.Finance And Administration Officer
The Federal Supreme Court (FSC) has received a grant from the European Union under the ‘Support to
Criminal Justice Reform in Ethiopia Programme’ and intends to apply part of the proceeds towards the
recruitment of grant implementation staff as detailed below.
Title of the Grant to FSC: Supporting Criminal Justice Reform in the Federal Supreme Court of
Ethiopia
- Period of the FSC Grant: 3 Years (Effective from …….)
- Position: FINANCE AND ADMINISTRATION OFFICER
- Reporting to: PROJECT MANAGER
Summary of Responsibilities:
- Responsible for the financial, procurement and administrative support in the implementation of
the grant action;
To ensure adequate internal controls within the financial, procurement and administrative
systems;
Manage the financial processes, budgetary controls and monitoring and regular financial
reporting;
Manage the procurement processes and the general administrative functions of the grant
action;
Ensure compliance with the provisions of the grant contract.
The Finance and Administration Officer will provide support to and work closely with the Project
Manager, fellow grant implementation staff, the staff of the FSC Program Coordination Office and other
FSC Directorates.
The Finance and Administration Officer will supervise and direct the work of the Procurement Officer.
Key Responsibilities.
- 1. Provide complete and accurate monthly and annual financial reports in accordance with the
requirements of the grant contract;
2. Manage the cashflows and ensure timely submission of pre-financing requests to the European
Union;
3. Review and approve monthly bank reconciliations and maintain relationships with the Banks;
4. Check and authorize payments and ensure compliance with laid down procedures and generally
accepted accounting principles;
5. Provide adequate Internal controls and ensure compliance with laid down procedures;
6. Ensure expenditure controls, budget monitoring, re-allocations and amendments as necessary;
7. Maximize the management of the forex;
8. Support the procurement of supplies and services and ensure compliance with the provisions of
the grant contract;
9. Support the administrative and human resource functions and ensure compliance with the
provision of the grant contract;
10. Management of the assets procured under the grant and ensure systems and controls are
developed and complied with, including the maintenance of the fixed asset register;
11. Ensure the vehicle management system is developed and complied with;
12. Ensure timely audit of the grant and guard against any ineligible expenditures;
13. Support the planning, organization and management of workshops, conferences and study
tours;
14. Ensure a proper document management system is in place, especially those related to financial
expenditure;
15. Support the Project Manager on any other duties as delegated from time to time.
Qualifications and skills:
1. BA/BSC Degree in Accounting, Financial Management or a similar field.
2. A postgraduate Degree in accounting or a professional qualification in accounting will be an asset.
General professional experience:
- 1. At least 6 years of relevant professional experience in finance and accounting;
2. Computer literacy skills (Microsoft Office and Accounting Software);
3. Financial and numerical literacy skills;
4. Demonstrable ethical and professional skills;
5. Demonstrable interpersonal skills;
6. Ability to work in multi-disciplinary, cultural, religious, gender, nationality and age environments;
7. Fluency in English is required, including excellent speaking, presentation and report writing;
8. Fluency in Amharic is required.
Specific professional experience:
- 1. At least 3 years of experience in the financial management of donor-funded grants or projects;
2. Experience in the financial management of European Union-funded grants or projects will be an
advantage;
3. Proven experience in procurement functions and management;
4. Proven experience in administrative functions and management.
